SUNY Buffalo State’s Upward Bound precollegiate program is honoring Hal D. Payne, vice president for student affairs, by creating a $500 scholarship and a lifetime achievement award in his name.
The Hal D. Payne Educational Opportunity Lifetime Service Award will be presented to Arnold L. Mitchem, a nationally known educator, who will be the keynote speaker during the Upward Bound Summer Program Banquet.
The event will be held at 7 p.m. Thursday in Adam’s Mark Hotel, 120 Church St., to celebrate students who completed an academic residence program at the college this summer.
Also during the banquet, the Hal D. Payne Upward Bound Scholarship will be presented to a high school graduate who excelled in Upward Bound over the past four years.
